Airport advertising is governed by the airport operator's commercial concession and its terminal media policy rather than by a public advertising licence, and content requires the operator's approval. Anything installed inside the terminal involves the security regime administered by the Bureau of Civil Aviation Security, including clearance for installation personnel and restrictions on materials and working hours in secure areas. We could not confirm whether municipal advertisement permission applies to media inside a terminal, and it may differ by city — the airport operator's own rules are the binding document, and they differ airport to airport.
