Buying led vans
Hired from mobile-van operators or through a local activation agency on a per-van per-day basis, with the route, halt points and hours agreed in advance. Where the rules stand
Two things bite here. Use of the public-address system falls under the Noise Pollution (Regulation and Control) Rules, 2000, which restrict loudspeaker use and prohibit it between 10 pm and 6 am, with silence-zone restrictions near hospitals, schools and courts. Movement and halting on public roads needs traffic police permission and is subject to local restrictions on where a commercial vehicle may stop. The van itself, as a vehicle carrying advertising, is subject to the state motor vehicle rules and to municipal advertisement fees. During election periods, campaign vehicles additionally require Election Commission permission under the Model Code of Conduct.
